As of December 1, 2008, dogs may be walked only on a limited portion of Ke Ala Hele Makalae. Prior to the Department of Parks and Recreation assuming management of the Kapaa to Kealia section of Ke Ala Hele Makalae on February 15, 2008, path users frequently brought their dogs onto the path. County ordinances in effect at that time, however, prohibited bringing any animal into the County parks without a permit, thus making dog walking on the path an offense.
On Friday, June 27th, 2009, the Grand Opening ceremony for Phase II of Ke Ala Hele Makalae was held at Lihi Park. Phase II consists of the 4-mile long multi-use path and associated ammenities that connect Lihi Park in Kapaa to Ahihi Point, north of Kealia Beach and Kuna Bay (aka Donkey Beach).
Kahu Ipo Kahunaele-Ferreira blessed the path and encouraged residentsto "use the path with aloha."

Another ride northward: the remaining portion of the Path north of Kealia Beach has been paved, but is still not open and under construction.
The concrete has been poured up to, and immediately north of, the new bathroom at Kealia Beach. Beyond that asphalt has been layed in an effort to cut costs. From this point on, the path is considered closed (for now).
